1. Propose to establish, terminate and improve the organizational structure; Nominate, reshuffle, reward, promote, dismiss, carry out discipline and other staff policies to all level staff under the responsibility of the department;

2. Issue guidelines, notices, internal rules and call for conference within the DWR; 

3. Propose for nomination of internal staff of the department to take action in the country and abroad;

4. Participate in all level conferences both in-country and abroad; negotiate, sign contracts and memorandum of understanding as entrusted by government with other countries and international organizations relating to water resource activities;

5. Perform other jurisdictions, which entrusted by the Head of the WREA.
