  1. Research, disseminate and implement policies, strategic plans, rule, and other legislations of the Party and State issued which are related to water resources, environment, meteorology and hydrology;
  2. Draft and propose to the Government for consideration and approval the policies, plans, strategies, master plans, long - term plans,  laws, presidential decrees, decree, and other limitation standards regarding water resources, environment,  meteorology and hydrology activities; lead and advice on implementing the legislations after approval;
  3. Develop and propose to improve the legislations and other regulations involved to water resources, environment, meteorology and hydrology activities which are seem insufficient or inconsistent to the socio-economic development circumstance in each period;
  4. Develop plan for sustainable water resources and environment management, protection and rehabilitation and propose to Government for approval; promote education, scientific research and awareness rising on water resources and environment conservation throughout the society; audit, certify and adopt report on the  social and environment impact assessment before approval for development project and other activities; coordinate with sectors  and local authorities to ensure that the development is parallel with water resources and environmental protection in the whole country.
  5. Manage, monitor, collect provide data and information on water resources, environment, meteorology and hydrology nationwide.
  6. Research and select appropriate science and technology to use in water resource, environment, meteorology and hydrology management activities.
  7. Advise and follow up the implementation for environmental protection measures, protection projects, anti-degradation, arising of air pollution and environmental accidents.
  8. Lead and implement basic surveys for collecting, evaluating forecasting and providing data and information on water resources, environment, meteorology and hydrology on a regular and daily basis.
  9. Audit and certify data-information and techniques on water resources, environment, meteorology and hydrology for development or basic construction projects.
  10. Coordinate with concerned parties to consider proposals, complaints, of the public and other sectors regarding water resources,  environment, meteorology and hydrology problems.
  11. Manage and use government budgets, grants and technical revenues in effective and appropriate basis according to legal provisions.
  12. Develop and implement plans for human resources development water resources, environment, meteorology and hydrology; propose to improve the organizational structure which is relevant to working growth in each period; propose to rewards,promotion or disciplinary action, based on legal requirements.
  13. Provide awards to individuals or communities and organizations which have shown good performance for water resources and environment protection; consider the use of appropriate measures for those who carry out their project and activities causing negative impact to water resources, environment and society.
  14. Coordinate and cooperation with other countries and international organization for water resources, environment, meteorology and hydrology development and managements.
  15. Perform duties as assigned by government.
