- Issue decisions, orders, recommendations, notices and other procedures to disseminate and implement laws and legislation relate to water resources, environment, meteorology and hydrology.
- Collect water resources and environment fees according to legal provisions; establish protection fund, rehabilitation and support for water resources and environment management activities according to government approval.
- Establish, terminate or improve the organizational structure; nominate, reshuffle, dismiss and promote staff in rank or title, employ experts or temporary staff, carry out discipline and other staff policy to all level staff, based on management procedures.
- Strengthen and upgrade technical skill on water resources, environment, meteorology and hydrology to the government staff at central and local levels.
- Manage and use budget according to plans approved by government and also use technical revenue according to legal provisions.
- Participate in both national and international meetings; negotiate and sign contracts, treaties, subcontract and MOUs with other countries and international organizations involving water resources, environment, meteorology and hydrology as assigned by government.
- Carry out international obligations on water resources and environment where Lao PDR is a partner and member; propose partnership or membership of international treaties or agreements as appropriate.
- Perform other jurisdictions as assigned by government.
