SHORT- TERM LAO NATIONAL CONSULTANT for United Nations Conference on Sustainable Development (Rio+20) National Preparatory Process

Preparation of Background Paper and Workshop Reports in Lao PDR

Background:

Lao PDR was selected to participate in the national preparatory process of the United Nations Conference on Sustainable Development (UNCSD) to be held in Rio de Janeiro in June 2012.


In this connection, MONRE with support from UNDESA is planning to prepare the National Report on the Implementation three Rio Conventions duration the past 20 years (in 1992 to 2012) in Lao PDR.


The national preparation process consists of three consecutive and interlinked phases, namely 1] the preparation of a stocktaking report based on interviews, consultations and desk review; 2] a multi-stakeholder meeting addresses the issues of the UNCSD; and 3] the outcomes of both the stocktaking report and multi-stakeholder meeting are captured in a national report. All three phases contribute to the preparation of an output document while building capacity on the issues.

In this connection, MONRE seeks a qualified short-term Lao national expert to fill the position of a National Consultant for development of Rio+20 Lao PDR National Report .

Requirements for experience and qualifications:

  • Appropriate academic qualifications in natural resources/environment/energy/sustainable development related subjects

  • At least 10 years experience in the field of sustainable development projects in Lao PDR and/or Mekong region

  • Proven experience in 1) project development and/or implementation related to Rio Conventions or 2) national reporting to Rio Conventions

  • Proven strong Lao and English report writing and communications skills

  • Experience and skills in facilitation or multi-stakeholder workshops and broad-based consultative processes;

  • Previous experience of working with International organisations and ideally on the development of UNDP/GEF

  • Excellent analytical skills;

Documents to be included when submitting the proposals:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal:

1) Explaining why you are the most suitable for the work;

2) CV including past experience in similar project and at least 3 references;

3) Detailed financial proposal: Lump sum offer with clear cost breakdown including      travel, consultancy fee and per diem in Lao Kip.

Note: The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). All envisaged travel costs, insurance must be included in the financial proposal. MONRE accept travel costs not exceeding of an economy class ticket.

Evaluation of Proposals: Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis:

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specified below.


* Technical Criteria weight; [ 0.7]

* Financial Criteria weight; [ 0.3]

Technical Criteria - 70% of total evaluation – max. 70 points. Only candidates obtaining a minimum of 49 point would be considered for the Financial Evaluation. Financial Criteria - 30% of total evaluation – max. 30 points
